Currently, the frequency offset is just a straight multiplication of the input frequency offset. However, I've seen 5Hz offsets on 5MHz, and this would change the output frequency dramatically. Probably ought to choose the multiplication factor based on the 2% - 98% percentile range of frequency offsets.
