Dev:VandleProcessor doesn't plot small bar data

When trying to scan the efficiency data i discovered that while the small bar histograms are made, they are empty. Im scanning this on DONDA, but the same holds true for kqxhc. Im not sure why. if someone wants to test it the file i used was /data/medEff2017/noShadow.ldf and the cfg is /shared/pureDevTest.xml on kqxhc

I suspect there's a mis-configured if-statement.
