Configurable RTP cooldown #6
Description
Add an option to the config file for the RTP cooldown time. This is the line that needs modified in the RTP command file. Additional modifications will also need to be made to the main configuration file to load the configuration value. Value should default to 60,000 (milliseconds) if nothing is specified.
