Create a vagrant dev environment

Create a Vagrant dev environment for payutc devs, which allows to :

• Develop anywhere, independently from their machines/env configuration
• Develop on any Payutc module
• Have minimum (ideally zero) config to do once the VM is up and running
• If a minimum config is needed, it should be documented

It is currently WIP, mostly because the configuration is not automated as I am waiting for #324 to be completed.
