[feat]: Replace Bandit, Flake8, autoflake, isort, and Black with Ruff

1. Run linters & formatters

I expect

• To be fast and cross-compatible

Instead

• They're slow
• They may conflict each other

Notes

• Bandit will be replaced by https://docs.astral.sh/ruff/rules/#flake8-bandit-s
• Flake8 will be replaced by many rules (see the ones prefixed with flake8)
• isort will be replaced by https://docs.astral.sh/ruff/rules/#isort-i
• Autoflake will be replaced by https://docs.astral.sh/ruff/rules/#pyflakes-f

I think we can go on on this path. Let's tag the current version in case people need to use old python versions.
