References to 'flows.control'

The permission for "flows.control" is referenced in the OIH documentation, at a minimum in the Flow Repo service descriptions and in the swagger.json, and is declared in the Kubernetes Config for the Flow Repo, but is never used in the code to decide if someone can manually start or stop a flow.

Decide if this permission should be implemented or scrubbed from the docs.
