Ensure Gradebook works correctly for CCX courses #37898
Description
Context
CCX courses are expected to support the Gradebook
Problem statement
Currently, CCX courses have incomplete Gradebook support:

CCX instructors, coaches, and staff cannot reliably use the Gradebook

CCX Gradebook behavior differs from pre-migration behavior

The CCX coach dashboard links to the legacy Gradebook instead of the writable Gradebook MFE
This prevents CCX staff from accessing and managing learner grades using the current Gradebook tools.
Proposal

Ensure the Gradebook API works correctly for CCX course keys

Update the “View Gradebook” link in the CCX coach dashboard to point to the writable Gradebook MFE using a configurable base URL
