[GH Request] Weekly reporting of Requirements Update Failures

Problem/Request

There are times when the weekly requirement update jobs fail on a lot of repos, usually for the same reason. It wolud be nice to know about these failures so that we can either help fix them, or communicate the problem/know fix to all the repo maintainers.

Reasoning

To this end, it would be nice to have a weekly job that looks at all the repos in the org for job failures and makes a single issue with the full list of failures for the on-call person to look at/coordinate fixes for.

Is the idea to go through all the Actions logs in every repo once a week?

I think it's to look at all repos that have the upgrade-python-requirements.yml workflow and then see if the latest run of that ran within the last week and failed. Make a list of all of the failures and make a ticket.

OK, I am not sure where to start and am preparing for a few weeks of upcoming conference travel so may not get to this, or get very far, but I'll see what I can manage.
