Input (tag|flavor) consistency check

Tool could check that input flavor or tags for Worfklow Operations are created by outputs flavor or tags by previous steps. The tool could annotate the nodes representing the WFOs with input and output flavor and tags.

The tool could also warn for common pitfalls like using */flavor as the target-flavor in the Tag WOH.
