feature: execute signing round after block is agreed upon

Description

Following #232 add support to confirm a new transaction is valid and sign the transaction across the board.

Acceptance Criteria

• feature: post Block Creation, the round leader initiates a signing round with a quorum that agreed on the block.
• feature: after signing round completes, round leader broadcasts the block.
