cmdh resources have no allowable children

TS-0001 9.6.1.2.1 defines a bunch of parent/child relationships, but the XSDs for some of those parent resources (cmdhPolicy, cmdhDefaults, cmdhNetworkAccessRules) don't have any allowable child resources defined.

I have always viewed the CMDH content as needing further development. Instead, I have a few discussion contributions regarding simplification of the resources to better support the functionality.
