Reproject 0.7 cannot be installed via Conda using python 3.7

The installation instructions don't work as of now, though it might be fixed by astropy/reproject.

need to do pip install reproject==0.7.

Conda cannot install reproject >=0.7 using conda install -c astropy reproject for python 3.7.
