Refactor into a module

My selfish cruel motiv -- I thought to use run_benchmarks.py:find_benchmarks to run numpy-oriented benchmarks within numpy-vbench (https://github.com/yarikoptic/numpy-vbench/) .  It would have been logical if I could just `from python_benchmarks import find_benchmarks` and go from there.
