Investigate creating and maintaining a separate set of tables in ColdFront

In some cases, such as daily billable usage, we've been constrained by the limitations of the current ColdFront database model and the characteristics of attributes (allocation and resource attributes).

We should investigate the process for creating and maintained a different set of tables and how whether this would create problems when applying upstream ColdFront database migrations.
