LC Sets the TtoFValue when it transitions from STALE to FALSE #8
Description
While testing LC against cFE 6.6, the lc_noaction test procedure failed because values were contained in the TtoFValue when they were not expected. The transition from STALE to FALSE seemed to set these values.
