Add OME-TIFF (actually OME-XML) normalization step before SPRM proper

New versions of the tifffile and aicsimagio libraries have trouble reading some OME-TIFF images, including the outputs of our CODEX pipeline and 3D IMC datasets.

Add a pipeline step before SPRM that uses bfconvert to normalize the OME-XML metadata.
