Document and simplify the upgrade process

* upgrading IDEA 
  * document all steps for upgrading to a new IntelliJ IDEA version
* re-packaging 
    * document the current  process
    * find a tool or create a script to obtain the minimal JAR files required for the formatter
    * find a tool or create a script to obtain the minimal set of the required class files
