[Bug]: remove NHR from versions content rejected when an appeal is sent by developers #16059

What happened?

In case the developer is sending an appeal using the email url this should not flag for HR the version - > this would also display the version in the Manual Review Queue.
What did you expect to happen?
For example, I tried
- with this addon to send the appeal
- then requested a new review from dev hub - this would make the version show up again in the Content Review Queue
- approved listing content + checked the appeal as a reviewer
As a result an email is sent to the developer and the addon goes back to it's initial state (the one it had before being content rejected)
