[Bug]: change wording for content approved addons with awaiting review state #16058

What happened?
From #15989 (comment)
afaik the Content Review Queue would contain versions awaiting review or already approved
Scenario is:
- the addon is awaiting review
- it is content rejected
- developer is confirming issues have been resolved
- the reviewer approved the rejected listing
As a result an email is sent to the developer after step4. which says that the addon is now public. But it shouldn't because it was in awaiting review state and after content rejection approval it would still have an awaiting review state.
