What happened?
From #15955 (comment)
I tried with customs and webhook customs to upload new versions of promoted addons. The rules have "exclude promoted addons" checked.
Versions continue to be flagged by scanners

What did you expect to happen?
Promoted addons should be excluded in this scenario
