[Task]: Support manual actions from cinder #16052

Use case:
Operations would like to optimize the current flow of Legal takedowns and remove the cross-team dependencies for executing this task. The goal is for Legal to have a way to execute these themselves.
To that end, we met today for a brainstorm to see what is attainable. Assuming the add-on entity is already known in Cinder, there is feature that can send that entity to a queue (e.g. Legal takedowns). Within that queue, a policy can be applied then to execute the takedowns (such policies are already in cinder).
From what I understand there is some Engineering work needed to support these manual (cinder) decisions, as they would be discarded currently.
