Allow changing incident impact to "None" to denote false-positive incident

This is as opposed to the current behavior, where we create an postmortem with the text "false positive"

I don't remember seeing the incident impact field when I wrote pagerstatus. If it's exposed via the API, this should be doable and will be a nice improvement.
