switch grpc builder off of grpcio

I don't believe that grpcio will support Protobuf 3, which limits us to protobuf 2.28.

There may be other options to use as there are a few protobuf builder packages that seem to be more actively supported.

There is no pressing need to update to Protobuf 3 at this time, but it's an asteroid, none the less.
