Re-enrolling process #60
Description
The re-enrolling process needs to be implemented at some point.
page 6, 7, 8, 9, and 10 in the "Jumangi" document need to be filled out again by parents every year to re-enroll their students.

page 9: The Parent Participation Skill Sheet
page 10: The Civil Rights / Permissions Slip
There needs to be some mechanism that locks parents out of all the major functionality of the site if they have not undergone the re-enrollment process after the ContractRenewalDeadline set in the SchoolInformation table.
