How do I install a VCPKG package that was previously downloaded ?

I want to install the packages that are in this URL right here

https://nightly.visualboyadvance-m.org/vcpkg/x64-linux/

I downloaded all of those files, but vcpkg doesn't seem to have an option to install straight from a file. How do I install these packages then?
