Package is not installed in Manifest mode

Running the command in classic mode(under root vcpkg/):

$ ./vcpkg install google-cloud-cpp[accessapproval]

I can get the package installed

$ ./vcpkg list
...
google-cloud-cpp[accessapproval]:x64-linux                            Access Approval API C++ Client Library

But when I was running in manifest mode(under vcpkg/ports/google-cloud-cpp):

$ ../../vcpkg install --x-feature=accessapproval

No relevant package is installed.

I found the cause is, portfile.cmake is ignored when running install in manifest mode. I added debug message message() and verified.

In the doc,

The command must be executed from a directory containing a manifest ([vcpkg.json](https://learn.microsoft.com/en-us/vcpkg/reference/vcpkg-json)) file, or the path to a manifest file provided by using the --x-manifest-root=<path> option.

Is there anything I missed to include portfile.cmake in the installation?

If you run vcpkg install in a port directory it will just install its dependencies. If you want to install google-cloud-cpp just add it to your project's manifest.

One more question, is there any easy way to install all features?
Like in classic mode, I install all features by

./vcpkg install google-cloud-cpp

In manifest mode, do I have to manually add each feature in features?
