VirtualizationInstance::UpdateFileIfNeeded doesn't have an isDirectory parameter

Unlike WritePlaceholderInfo, UpdateFileIfNeeded doesn't have a isDirectory parameter, and always passes false when creating the PRJ_PLACEHOLDER_INFORMATION object. That means that calling this on a directory will always turn it into a file.
