Describe the bug
My Microsoft Edge extension submission is repeatedly failing certification under policy 1.1.2 – Distinct Function & Value; Accurate Representation, with the message “The value proposition of the extension is not clear.”
This occurs even after updating the store description to clearly explain the extension’s purpose.
The extension is intentionally a sample/test extension designed to validate extension installation, popup interaction, and basic publishing workflows.
To Reproduce
Steps to reproduce the behavior:
- Create a simple Edge extension with Manifest V3
- Package and submit the extension via Microsoft Partner Center (Edge Add-ons)
- Provide a clear store description stating the extension is for testing/validation purposes
- Submit the extension for certification
- Certification fails under policy 1.1.2 – Distinct Function & Value
Expected behavior
The extension should pass certification when the store description clearly states:
The extension is intended for testing and validation
Its value is to verify installation, popup rendering, and toolbar interaction during development
Alternatively, guidance should be provided on what additional clarification is required for sample/test extensions to meet policy 1.1.2.

Additional context
The extension has a single, narrow purpose by design.
It does not collect user data, does not execute remote code, and uses minimal permissions.
This extension is meant to be a reference/sample to validate Edge Add-ons submission workflows, not a consumer-facing productivity tool.
