Transfer to charka-core org #67

Hello,
ChakraCore repository has been transferred to its own organization a few years ago. Since this is a mirror of its wiki maybe it can be transferred to the new org as well?
There has been activity in this repo that is not actually getting mirrored and it is very unlikely ChakraCore users are reading it.
Same would apply to ChakraCore-Debugger and Chakra-Samples, but maybe that is a subject for a different time.
