Automatically try to start Spotlight indexing if no installed apps found?

Possibly prompt users if it should be done, defaulting to no, with a timeout.

Possibly allow configuring mas:

1. to always index, always not index, or always prompt
2. timeout for prompt
3. default answer after prompt timeout
