There is no way to check if the character is currently in a warmode

add functions to check the warmode and install the desired warmode, for example

warmode off
if mana < maxmana
skill 'meditation'

....
if warmode on
....

Additional context
Add support for warmode on/off commands and status check (if war) to Razor scripts. Without this, it is impossible to automate PvP, farming and escape from gank.

You can use hotkey

Script to set off war mode before meditation:

hotkey 'toggle peace only'
useskill 'meditation'

If you want to change from war/peace or peace/war, use:

hotkey 'toggle war/peace'

or:

if warmode
    hotkey 'toggle peace only'
else
    hotkey 'toggle war only'
endif
