Add source blog, target blog and filters to taxonomy functions

In order to extend taxonomy copying to copy additional meta info, it is necessary to extend the functions mpd_set_post_taxonomy_terms to pass at least the $source_blog_id and provide a filter (switched to the target blog at this point but may need to switch back for more info..)
