[BUG] Coding Standard Action should not checkout repositories #150

Current Behavior
The Coding Standard does too much in regard to checking out repositories
Expected Behavior
This is bad action behavior, often the repo is already checked out.
What is the motivation / use case for changing the behavior?
Faster actions.
