Output cache doesn't refresh even after Duration time

Firstly, thanks for the extension, this help me a lot moving from the old .NET Mvc over to the new .net core mvc.

I'm using OutputCache for my site (.net core mvc 3.1, running on Ubuntu server) with very standard setting.

I set Duration to 3600 (1 hour time), but when I check the HTML, the cache doesn't get reload at all, unless I run a manual service restart on the server.
I just use decoration:
[OutputCache(Duration = 3600)]

Do you know anything might causing this? Also, is there a way to clear out all Cache programmatically, please?

I was looking at this today, and you need to UseAbsoluteExpiration=true as well as Duration in your attribute. I took a look at the source and it looks like when you just specify Duration=3600 then there is a sliding windows of 3600 seconds. If someone makes another request after 1000 seconds, the timeout starts again at 3600 seconds. Only after 3600 seconds with no requests does the cache item expire.

Also to clear the cache (but this removes everything from the cache) the following seems to work well.
