Benchmark should call nearpoint generation

As a part of the build process, the conanfile.py for benchmark can and should call the nearpoint script on the estell exception binary to generate the nearpoint.cpp file needed to activate nearpoint search. That way we don't have to run it each time ourselves.

Bonus feature would be to add block size options as a conan package option so we can choose our block size on build.
