Displaying browser results only after initial filters have been applied

If the browser is requested with a certain filter setting (device type, device), the browser shouldn't be displayed until the setting is applied. 

In the case of presets, it's possible that no presets exist for a device and so the device filter will not be able to be set. In this case, we should send a DeviceNotFound message instead of sending results.
