Consider switching from Integer to Natural where applicable

Recent GHC versions offer Numeric.Natural, which seems like a much more natural (no pun intended) foundation for Data.BitSet.Dynamic. Its bitwise arithmetic also seems likely to be somewhat simpler and therefore faster.
