[1.20.4] Feat: Inventory management configurations

Feature

• The hotbar must be restored back to its original state unless purposefully changed
• An option to use the players offhand for placing shulkers
• Preferred hotbar slots for placing shulkers. Likewise, blacklisting specific slots
• Fill order option to specify what order to fill shulkers in the inventory; top down, bottom up, etc
