Consolidate feature management across crates for easier configuration

Currently, the features of each crate exist independently.
For example, to change the log storage to rocksdb_storage, you have to modify the features in all the Cargo.toml files, which is quite cumbersome.

It would be helpful to have a configuration, automation, or another method to make these changes all at once.
