Implement cluster bootstrap from existing logs and snapshot integration test

Now that the storage constructor can be called from outside the bootstrap, it becomes easier to write test code that bootstraps the cluster from existing logs.

Specifically, the following features should be tested:

• Bootstrap from existing logs
• Bootstrap from existing snapshot
