Management Group Deployment fails

Hello,
using createNewMgmtGroup.json and New-AzMgmtGroupDeployment.ps1
Management Group Deployment fails with:

500 - Internal server error. There is a problem with the resource you are looking for, and it cannot be displayed.

This is a bug that will be fixed. Also, to create management groups, you must deploy at tenant level (/)
