Analyzer causes compile errors looking for Microsoft.CodeAnalyzers

If the target machine is running VS2017 15.4.1 or lower (15.5 not confirmed either way; 15.6.0+ is known good), the project that includes this SA1413 Code Analyzer will fail to compile, because it has a dependency on a higher version of Microsoft.CodeAnalyzers than is installed.

Suggestions would be target a lower version of Microsoft.CodeAnalyzers if possible, or require it as a nuget dependency.
