What are the steps to make stacktrace filtering through step filters optional and propose the change upstream? Any block to do so?

Well, I only created this repo in order to answer a StackOverflow question. Feel free to create a Bugzilla ticket for Eclipse and point to my repo so as to get the change into the upstream product.
