i've encountered same issue but in may case , ruby was installed without finding the correct gcc
before trying this
check what this line is giving you
ruby -e "puts RbConfig::CONFIG['CXX']"
if its returning false then that's ur issue
also check if ls /Library/Developer/CommandLineTools/SDKs/MacOSX.sdk/usr/include/c++/v1 this includes the required headers
i've re-installed gcc and then gem built without any issues

Re-installing command line tools helped.

Ran into the same issue. Resolved this by unsetting the variable CXX and reinstall Ruby. For my example, I'm using rbenv and ruby 3.4. These are the steps I followed:

1. unset CXX
2. export CXX=clang++
3. rbenv uninstall 3.4.0
4. rbenv install 3.4.0

❯ ruby -e "puts RbConfig::CONFIG['CXX']"
clang++
