Lock in one term

Users can lock or unlock a term. When a term is locked, the generate button will not change the locked term.

Only one term should be lockable at any one time.

Hey @kentonh 👋 ,is this issue open for hacktoberfest 2021? If yes Let me know I can try my hands on it. I also wanted to know, are there any particular things that we need to consider while working on this issue or I can implement my imagination here to make this work?
