Unable to debug Phoenix

I am using a MacBook Pro with Tahoe 26.1.

I think I followed the instructions to set up Safari correctly, but my Develop menu shows nothing. (I built from source using

xcodebuild -workspace Phoenix.xcworkspace                -scheme Phoenix                -configuration Debug                SYMROOT="$PWD/build/"                clean build

My source is up-to-date.

When I run log stream --process Phoenix, my log seems mostly filled with lines like this:
