Enhance reference checking intentionality

Currently, when contextual imports are inadequate, the assistant is liable to proceed with incomplete information. For example, when a dependency is not in the AI's training data, it is useful to import the dependency's type definitions.

Enhance the system prompt to consider referential completeness, and abort the turn to request improved references when needed.
