Dependency repo version is not tracked

This OHTTP project depends on Azure CVM Guest Attestation lib built from https://github.com/ad-l/cvm-guest-attestation. Currently, a pre-built binary is checked into the OHHTP repo, without any version info of the dependency repo. Need to track the dependency repo version and possibly build the dependency binary as part of the OHTTP project build.

@daperoni , @tle15 , can your effort on improving build/test pipeline take care of dependency repo version tracking and build?
