feature: Add a no-consequence sandbox API/MCP server

Feature Description

All of our current MCP services map to "real world" MCP servers that either have limited functionality or, require a real user account that can have real world consequences if the agent mis-behaves.

It will be useful for development and testing purposes to have a richer set of APIs and MCP servers that can perform more comprehensive real-world tasks, but without consequences if our agent misbehaves.
