when i try to download file with your code as Resumable file dowload i get this error, how can i resolve this problem

I experienced the same problem. Target SDK is set to 23, meaning you have to request permissions at runtime. That code is missing for Write external Storage.

Quick fix: Set Target SDK to 21

@AndrewBedscastle that wasn't my problem, after remove this line from code as conn.setDoOutput(true); problem resolved
